UN Programme "Development of the Great Silk Road region"

United Nations Organization adopted in 2001 the Programme of development of the Great Silk Road Region. Its principal purpose is to establish capacity for regional cooperation and development, settle the problems in a sphere of transport and transit procedures regarding passing of the borders and support of the development of commerce on this base. The programme is prepared for China, Kazakstan, Kyrgyzstan, Tadjikistan, Uzbekistan and Turkmenistan, but the first four countries officially signed it.

Before adopting the programme the analysis of condition of the Great Silk Road on the territory of Central Asian countries was carried out. Researches carried out in the network of the UN Programme of development of the Great Silk Road Region reveal all the narrow sites on this road and give, in detailed recommendations, answers to the questions about how to get rid of these narrow sites. The data of this research with the proper recommendations were sent out to all the governments of Central Asian countries and to government of China as well.

The two principal directions, transit corridors and regional cooperation were the subject of research. The main point of the strategy of the programme is a widening of the regional cooperation. General interests of the regional countries are clear: this is a transport way to the closest seas through the territory of the neighboring countries; it is the shortest and the cheapest way. These are the problems of water supply (apportioning of water) and the preservation of the environment. All these problems may be settled only by means of the cooperation and, if needed, by acting mutually.

According to the data of UN researches, the material infrastructure of the Great Silk Road is in good and partially satisfactory condition.

Scholars and researches, who had carried out the process, expounded their conclusions in four national reports (Chinese, Kazakh, Kyrgyz and Tadjic), which then were unified in two : "Regional Cooperation" and "Transportation Corridors". In the national reports an economic state of the countries with an emphasis on the condition of the transportation and customhouses was analyzed.
